Relief? Burma? What?

Though this is not the government the people have chosen, this is the government they live under and run from.

How can people running around a park in Scotland help?

Run for Relief is part of a global effort to come to their aid both through funding humanitarian relief and increasing awareness of their plight. Your small registration fee and any donations you raise will go to help people who have no one else to turn to, least of all their own government. For over a million villagers in Burma, running is not a choice. By participating in this run you join with them, as well as runners in similar races in Norway, Thailand, Australia and the United States, in a stand for truth and freedom.

Who's responsible for this thing?

This race is organised by Partners Relief & Development (UK charity #1118339), with the help of concerned individuals from the Edinburgh area. One of Partners' core activities is providing emergency relief to victims of oppression and natural disaster: both internally displaced persons inside Burma and refugees that have run from it.
